Alex advises clients on complex cross-border and domestic project finance, project development and related transactions.
For more than two decades, Alex has successfully championed the development, corporate and financing aspects of infrastructure projects in many sectors, including clean energy and renewables, traditional power, hydrocarbons, telecom and transportation (toll roads and rail). He has successfully worked with investment banks, multilateral development institutions, export credit agencies, government credit programs (like TIFIA/RRIF), corporations and private equity firms on traditional secured/unsecured debt finance, multiple lien financings, and tax equity.
Fluent in Spanish, he has an extensive background in cross-border transactions, with a particular focus on Latin America, and advocates before governmental agencies around the world.
He is also highly skilled in leading negotiations for the structuring of complex transactions relating to major capital projects, such as for engineering, procurement, and construction (EPC) contracts, offtake agreements and various other project development agreements, as well as public-private partnership transactions and related financings.
His experience also includes advising clients on general corporate matters, including corporate governance and formation, joint ventures, asset acquisitions, divestments and restructuring and sustainability matters.
Prior to joining Eversheds Sutherland, Alex was an attorney on the energy and infrastructure team of an international law firm. He was previously in-house counsel at a major international energy company, where his work encompassed commercial transactions, projects, corporate finance and general corporate matters for ventures throughout the entire energy value chain and in almost every continent worldwide.

- North Texas Tollway Authority SH 161: Represented the US Department of Transportation’s TIFIA program as subordinated lender in the $1.2 billion financing of the North Texas Tollway Authority’s toll road system consisting of an extension of the President George Bush Turnpike (SH161) and the Chisholm Trail Parkway in the Dallas-Fort Worth Metroplex. Our role consisted of structuring the financing, negotiating terms and documentation, and ensuring compliance with federal infrastructure funding guidelines. The TIFIA loan provided over $400 million in credit assistance, subordinated to almost $700 million in senior revenue bonds, and was backed by toll revenues and supported by a TIGER grant under the American Recovery and Reinvestment Act. The transaction introduced an innovative (at the time) toll equity loan arrangement – super-subordinated debt – provided by TxDOT to cover certain contingencies in development of the projects, requiring significant intercreditor negotiation.
- Shortline Railroad RRIF Financing (Virginia): Advised USDOT’s Federal Railroad Administration on a proposed RRIF program financing of a privately owned short line railroad in the southeastern US.
- Paraguay Riverine Logistics Port – Restructuring and Refinancing: Represented KfW DEG, Finnfund and Corporación Interamericana para el Financiamiento de Infraestructura (CIFI) in the restructuring and refinancing of senior and mezzanine secured credit facilities for the development of a riverine logistics port in Paraguay.
- Caribbean Water Treatment P3 Project: Represented multilateral and development finance institutions as well as commercial banks in the financing of the first water treatment project in Jamaica to be delivered on a P3 basis, pursuant to a 25-year concession with the national water utility and a private sponsor consortium.
