Ciara is Of Counsel in our Dispute Resolution and Litigation, and Public and Administrative Law team.
As a Of Counsel in our Dispute Resolution & Litigation group and Public Administrative team, Ciara Geraghty has significant experience acting for and advising clients, including a number of statutory bodies. She has significant experience acting for and advising clients on contentious data protection matters. Ciara advises clients on all aspects of their statutory framework, including the extent of their statutory powers and functions, with a particular focus on minimising legal risks attaching to the exercise of these powers. She represents clients in all court jurisdictions regarding challenges against decisions made by them, including statutory appeals, judicial reviews and enforcement proceedings. She also advises these bodies on their statutory investigatory roles and powers and on administrative law principles such as adherence to fair procedures.
Ciara has experience in project managing large volume litigation, issuing proceedings in all court jurisdictions, requiring strategic and team management skills and in particular document management skills.
Ciara also has experience advising clients on a broad range of contentious data protection matters.

Ciara’s recent client experience includes:
- representing an insurer on behalf of its insured in multi-party litigation being pursued regarding the defective concrete blocks scandal.
- representing a client in a number of proceedings instituted by a former employee, who is a litigant in person. The proceedings were issued against a number of State bodies, including our client. Significantly, Ciara issued a motion and successfully sought a number of Isaac Wunder-type Orders pursuant to the High Court’s inherent jurisdiction (i) restraining the former employee from issuing, or causing to be issued, without prior leave of a Judge of the High Court, any further proceedings in any Court or forum (including the Workplace Relations Commission) against our client, (ii) striking out existing complaints to the Workplace Relations Commission that have not yet been finally determined, and (ii) striking out High Court summary proceedings and Circuit Court proceedings that have not yet finally been determined. This is the first time that Isaac Wunder-type relief has been extended to statutory tribunals and/or administrative bodies in this jurisdiction.
- advising a statutory body in relation to the introduction of an administrative sanctions regime and providing on-going advices on the operation of the regime including important legal and constitutional issues associated with administrative sanctions.
- representing and advising clients in relation to claims for damages threatened, or issued in the High Court, Circuit Court and District Court, pursuant to the Data Protection Act 2018/General Data Protection Regulation.
